So, now your site has numerous users from authors to administrators, and there can be a situation when somebody from your staff has rights only for creating or editing content but not publishing it. For this reason the approval procedure is provided. Once an author saved the page as ready for approval the message is automatically sent to the editor. Should the editor find any mistakes he can return the page for reediting. Otherwise he can immediately publish the page.
Needless to say that the editor can correct the page by his own without returning it to author and when all changes are made publish it.
